The best way is to use a .png file (picture). Create a shape in any photo editor and save it as .png file or use any .png shapes or pictures. Open VisualNeo and in App properties - Window, choose Custom shaped window and click Define Shape. Select the .png picture and click Ok. It will prompt if your .png file does not matches your dimensions of your pub. Click Yes to modify the publication size. Now open Page properties, choose "Wallpaper" and select the Image file .png you saved. Set "Style" to Stretch. There you go.
You don't have to add the picture in Page Properties. You can select between "Solid Color and Gradient" as well.
