I found this in an old email...
If you're using the "click-to-run" version of Office 365, then you probably don't have the driver that allows third party apps to open Access databases. Click-to-run versions only downloads and installs files that it thinks you need. According to Microsoft:
You must install an MSI installation of the Microsoft Access Database Engine from one of the following sources so that the calling application can locate the driver and provider.
Microsoft Access Database Engine 2010 Redistributable

Microsoft Access 2013 Runtime
http://www.microsoft.com/en-us/download/details.aspx?id=39358

There are probably newer versions of these files now.
