About a solution to wrap the actions and the descriptions from a plugin.

I use about 15 years the Neobook. And everytime have the same problem when I start a new project. I try to remember which plugin have the actions that I need. So I am interesting to make a software or a web site to collect the action and the descriptions from all the plugins that are available all these years. So everyone to make a simple search and to find the action that he want.
-First do you think that will help the community? (I need your opinion)
-Second is it any easy way to wrap all the actions from a plugin and the descriptions so to put it all in a database? (it is too difficult to install all the plugins and collect them one by one.
