That's weird, but I see that your system language is not English and don't know if it is gonna work in another language. The toolbar works sending keys (A, B, P, O, etc...) to VisualNeoWin and I think this should be the problem :(. The toolbar was tested correctly and all buttons worked very well.
Let me see what I can do to find a solution, because I have never worked yet with .loc files, but I will add them tooltips.

Yes, you're right! I have Russian as default language in my system. I tried to change the layout (just the keyboard layout in English), and now buttons Open, Reopen and Install plugins work. But others still do not work. I think yes, it's the language settings.
