Global(?) Hotkeys

Anybody know of a way or a plugin to set up some sort of "global" hotkey that can be used even when the PUB is not in focus or is minimized?

Basically, I want to run a program minimized in the system tray that can be brought to focus and displayed using a hotkey.

Suggestions?

Or you may take a look at npKeys from David Esperalta.

I have not tried them with a tray app.
