Видимо  это зависит от провайдера - кто то прикрыл доступ - кто то нет

У меня Ростелеком - и доступ закрыт. Не в этом дело конечно - есть браузер -тор и можно зайти куда  угодно - просто логичнее разместит контент там  где есть нормальный допуск.
