Menu to include on each page of website

I would like to create a menu in a file to be included on each page of my website without editing every page each time I want a change.

Can I assume is possible with VisualNeo Web without a lot of problems?

I have looked a php include but not sure how to get it working.

Can you steer me in the right direction?
