Of course, you only need to use the appropiate server side language and drivers.
VisualNEO Web is open to almost any web technology. For example, check out this page about PHP Microsoft Access database support:  https://www.php.net/manual/en/faq.databases.php

What we don't have (yet) is any VisualNEO Web plugin to facilitate the process.
