Also, if one buys the cloud and the web dev app, is the hosting already setup to allow uploading and use of web apps without major configuration, or ?
I mean if I sell a web app and in doing so sell a year or more of hosting via the cloud, is it possible to upload and use the web app right away without having to set permissions, etc?

If you want to develop Windows executables then use VisualNEO Win as VisualNEO Web relies on web technologies and uses a web browser to execute the compiled project (Internet Explorer or Chromium if you decide to use NWjs).
