Basically, NEOWeb hangs on startup at this plugin.

It seems you were still using the version from February. It had an error that prevented correct updating.
Please uninstall and reinstall to solve the problem.

... uninstall/reinstall solved the issue for me.

You may also need the new Registration Keys.

In my case I resolved it by using administrator privilege to import reg key and install VisualNEO Web.
