I am stumped, and convinced that this is some kind of configuration issue on your machine ... perhaps you can share the make/model of your computer and whether the keyboard is wired/wireless.
If you have access to Excel or Google Sheet or similar program that lets you type formulae, see if the forward slash key does its job (i.e. actually does the division) within these Applications.

... and it looks like others have encountered similar problems in the past ... there are a number of suggested solutions including re-installing the Windows Keyboard Driver (I am not so brave).
However, you might try these 2 suggestions ...
a) use the "on-screen keyboard" ... in the Search Box in the Windows Task bar, type this phrase to have it pop up (it looks like the keyboard on your smart phone) ... see if using it instead of a real keyboard to compose your VisualNEOWin command helps any

... shows you an alternate way to generate the forward slash i.e. press the NumLock key ... then hold down the Alt key and press 47 ... and release the hold on the Alt key
